Peter Aquino
CEO

Peter Aquino is President and Chief Executive Officer of RCN Corporation since December 2004, and a Board member. Under his leadership, RCN has expanded beyond the residential Triple Play broadband business and into the medium and large business sectors through fiber infrastructure investments. In 2007, Mr. Aquino accepted the Best Turnaround in Business Stevie award, which was awarded by the American Business Awards, a national awards program honoring great performances in business. Mr. Aquino also served as a Telecom Operations advisor throughout his career, focusing on CLEC, cable, and wireless business restructuring from 2001 to 2004. Mr. Aquino also lived and worked in Venezuela between 1995 and 2000, as the Chief Operating Officer of Veninfotel (now NetUno), a private telecom company. During his international assignment, Mr. Aquino managed the design, construction, and operation of the first fiber-based Triple Play company in Latin America. Mr. Aquino began his thirteen year career at Bell Atlantic (now Verizon) in 1983, holding positions in finance, marketing, regulatory, and corporate development. Mr. Aquino earned an MBA from George Washington University in D.C. in 1990.

Michael T. Sicoli
Executive Vice President & Chief Financial Officer

Michael T. Sicoli serves as Executive Vice President and Chief Financial Officer. Prior to joining RCN in May 2005, Mr. Sicoli spent over seven years at Nextel, where he held a number of positions of increasing authority within the company's finance organization, including his most recent position of Vice President & Assistant Treasurer, which he held since 2002. Prior to joining Nextel, he worked for both Deloitte Consulting and Accenture in Washington, D.C. Mr. Sicoli holds an M.B.A. from The University of Virginia, Darden Graduate School of Business Administration, and a B.A. in Economics from The College of William and Mary.

Benjamin R. Preston
Senior Vice President, General Counsel

Benjamin Preston is RCN's Senior Vice President and General Counsel. He also serves as Secretary on RCN Corporation's Board of Directors and participates on the Northern Virginia Technology Council (NVTC) General Counsel's committee. Prior to joining RCN in March 2006, Mr. Preston was Principal Counsel, Corporate Development & Finance at XO Communications, Inc., where he was responsible for mergers and acquisitions, as well as all corporate and securities law matters. He was also primary counsel to XO's fixed broadband wireless operating unit. Prior to XO, Mr. Preston practiced corporate and securities law at Sidley Austin LLP. He holds a JD from the Georgetown University Law Center and an MBA from the Georgetown University McDonough Graduate School of Business.

Richard Ramlall
Senior Vice President, Strategic External Affairs and Programming

Richard Ramlall serves as Senior Vice President, Strategic External Affairs and Programming and is directly responsible for Investor Relations, Public Relations, External Affairs, Regulatory, Programming and other strategic issues. Mr. Ramlall has transformed RCN's regulatory and external affairs functions into profit centers, leading lobbying efforts to reshape the legislative/regulatory landscape for all sector peers and restoring the company's communications and identity with investors and the media. He has been recognized by the Association of Marketing and Communication Professionals, the Public Relations Society of America's National Capital Chapter, the American Marketing Association's District of Columbia Chapter, and the American Business Association for excellence in communications, marketing, public relations and investor relations.

Mr. Ramlall has served in strategy, government affairs, marketing, business development, regulatory and legal executive positions throughout his career. Prior to joining RCN in March of 2005, he was Senior Managing Director and Executive Vice President of Spencer Trask Media and Communications Group, LLC (a division of New York based Spencer Trask & Company) where he recommended and placed more than $40 million in seed money funding to several services and technology focused companies, and directly assisted these companies in raising an additional $200 million in financing. Prior to this, he was Vice President and Managing Director for Strategy, Marketing and International Government Affairs for Bechtel Telecommunications and spent over 18 years in Bell Atlantic, most recently as Executive Director for International Business Affairs. He also served a one-year appointment under the Presidential Exchange Executive Program of the White House.

Mr. Ramlall serves on the Boards of Directors of Evolving Systems, Inc. and Gateway Communications Services, Inc. (Chairs Finance Committee), on the Board of TelecomHUB, a networking organization for senior telecom and related industry professionals in the Washington DC area, and is a Board member of the Alzheimer's Association's National Capital Area Chapter. He holds a Bachelor of Science in Business Administration and an MGA (Technology Management) from the University of Maryland.
